Packing declarations are only required for ocean cargo shipments that indicate what type of material was used to pack the goods. There are two types of packing declarations, one is a single sea freight shipment declaration and the other is an annual declaration (which lasts twelve months). Note, however, that if you have multiple suppliers, you will need an annual declaration for each supplier. Some packaging materials are not allowed, including hay, husk, bamboo, peat, straw and cartons of used fruits and vegetables. If your packaging material contains wood, straw or bark, your goods must be fumigated as part of ISPM 15 compliance, which can be arranged by national customs. In the future, the old packing declaration format will no longer be acceptable. Therefore, it is important that you inform your suppliers/packers of changes to the format required for the packaging declaration. The purpose of a packing declaration is to inform Australian customs authorities of the type of material used to pack your goods. This is necessary for biosecurity reasons so that customs can ensure that harmful materials do not enter Australia. Most other packaging products are exempt from this ISPM 15 treatment. It is important to note that other wood panel products such as plywood and hardboards do not require ISPM 15 treatment because they are not raw wood materials, they have already been processed by a manufacturing process that eliminates the risk of insects and diseases inside. Other materials such as paper and plastics are also exempt from this treatment. Thin wood packaging (less than 6 mm) is exempt from treatment.

Please note that if your goods require fumigation but you do not arrange fumigation for your goods prior to entry into Australia, it is necessary that the goods are fumigated as soon as they enter the country. You must be processed by an accredited company under the Australian Fumigation Accreditation Scheme and you will be charged an additional fee. ISPM 15 is a wood processing standard that addresses the need to process wood materials used to ship products between countries. If you use this type of packaging to package and export your goods, you must ensure that the materials are debarked and properly heat-treated or fumigated with methyl bromide and then PIN labelled. Your carrier can arrange proper handling and give you a fumigation/treatment certificate that you can pass on to your buyer to prove that the goods have been handled correctly.
